New Twist Emerges in Uttarakhand’s Recruitment Exam Paper Leak Controversy

While a section of unemployed youth in Uttarakhand is protesting under the banner of the Berozgar Sangh over alleged irregularities in the UKSSSC graduate-level recruitment exam, a new development added a fresh perspective to the ongoing controversy.

On Tuesday evening, a delegation from the ‘Sanyukt Pratiyogita Pariksha Chhatra Manch‘ (Joint Competitive Exam Student Forum) met Secretary to the Chief Minister, Shailesh Bagauli, at the Secretariat. The delegation, led by Ishant Rawthan, submitted a memorandum addressed to the Chief Minister, asserting that the recently held UKSSSC examination was completely fair, transparent, and free of any malpractice.

The memorandum stated that although images of the question paper surfaced among a few individuals about 30 minutes after the exam had started, this should not be misconstrued as a leak. “A misleading narrative is being spread, but the exam was conducted smoothly and without any irregularities,” the students claimed. They expressed full confidence in the UKSSSC and maintained that the exam was conducted in the same impartial manner as previous ones.

Secretary Shailesh Bagauli assured the student representatives that appropriate action would be taken in response to their concerns.

The delegation further alleged that some individuals were attempting to discredit the exam process by calling for its cancellation, which they said would jeopardize years of hard work and the future of thousands of candidates. They urged the government to not cancel the exam and to release the results promptly to protect the interests of genuine aspirants.

Other members of the delegation included Rampal Singh, Vinod Azad, Umesh Kumar, Mohit, Dhurendra, Arjun Singh, Manendra Kumar, and Shivam Jhangyal.

Despite the assurance from the UKSSSC Chairman, the protest is still ongoing.

It is noteworthy that the UKSSSC, i.e., the Uttarakhand Subordinate Service Selection Commission, conducted the graduate-level recruitment exam on 21st September 2025 (Sunday). The exam began at 11 a.m., but within about 35 minutes, reports of a paper leak began to surface. In this matter, the Commission’s Chairman, Jagat Singh Martolia, made a statement to the media saying that the paper had not been leaked — only three pages had been found outside.

Just a day before this, i.e., on Saturday, the police arrested and jailed Hakam Singh, a mafia figure involved in helping candidates cheat in recruitment exams. The recruitment commission had assured that an investigation would be conducted into the paper leak incident and that action would be taken. However, the unemployed youth of the state are protesting over this issue and are demanding strict action against the commission as well.
